It's quite expensive to live anywhere near DC, these, IMHO, are not very good wages. Based on my previous business experience, as a rule of thumb, since we're talking 'what does it COST Americans', take the Base pay times 2, which covers benefits, insurance, etc.. If there are other perks included, uniforms, vehicle, fuel, and expense accounts, figure Base pay times 2.5.
Roughly 560 on-the-books employees. Unlike a normal business, this is 100% outgoing funds, there is no sales generating money for operations. $134 million for known staffing ... sounds like a pretty good deal to me, if that's where it ended, I bet that's a fraction of the CIA expenses.
Payoffs, foreign & domestic bribery, undercover operations - who knows how many people are off-the-books for the CIA...? The bottom line is, everything they touch, costs the Taxpayer money, lots of money! USAID money included.
